Capital flows to emerging market economies: A brave new world?

We examine the determinants of net private capital inflows to emerging market economies (EMEs) since 2002. Our main findings are: First, growth and interest rate differentials between EMEs and advanced economies and global risk appetite are statistically and economically important determinants of net private capital inflows. Second, there have been significant changes in the behavior of net inflows from the period before the recent global financial crisis to the post-crisis period, especially for portfolio inflows, partly explained by the greater sensitivity of such flows to interest rate differentials since the crisis. Third, capital controls introduced in recent years do appear to have discouraged both total and portfolio net inflows. Finally, we find positive effects of unconventional U.S. monetary policy on EME inflows, especially portfolio inflows. Even so, U.S. unconventional policy is one among several important factors influencing flows.

Las políticas de inmigración laboral de los países de altos ingresos establecen una relación inversa entre el grado de apertura y algunos de los derechos concedidos a los migrantes admitidos. Esta observación empírica es la base del libro The price of rights: Regulating international labor migration, que el autor de este artículo escribió en 2013. Aquí resume sus principales conclusiones, argumentos e implicaciones políticas, y responde a una reseña publicada por la Revista Internacional del Trabajo en 2015. Concluye exhortando a un debate más abierto sobre los vínculos entre derechos, migración laboral y desarrollo entre las organizaciones nacionales e internacionales interesadas en estas cuestiones.     

On the equivalence of location choice models: Conditional logit, nested logit and Poisson

It is well understood that the two most popular empirical models of location choice - conditional logit and Poisson - return identical coefficient estimates when the regressors are not individual specific. We show that these two models differ starkly in terms of their implied predictions. The conditional logit model represents a zero-sum world, in which one region’s gain is the other regions’ loss. In contrast, the Poisson model implies a positive-sum economy, in which one region’s gain is no other region’s loss. We also show that all intermediate cases can be represented as a nested logit model with a single outside option. The nested logit turns out to be a linear combination of the conditional logit and Poisson models. Conditional logit and Poisson elasticities mark the polar cases and can therefore serve as boundary values in applied research.
